I'm short pinkied too I'm a small man tho, but after some practices and advices from FM I've managed to use my pinky atleast half to full step now w/ lil vibrato. So proper holding+practices is the key. Good luck man

+1 on all the advice posted above and FM can help there's no doubt in my mind.

But... as a last resort, I had a distant relative in the midwest who had a similar isue with her hands. She played the violin on her lap! Laid it across her legs on a slight angle and bowed with her right while pressing down with her left from the top. It was something to see and something else to hear..

If you didn't tell me, I would have guessed that you have trouble and that trouble is the position of your thumb.  You have to allow the thumb to move in order to bring the fingers to the strings.

I am not an expert but I know who is and that is FM giving an important demonstration in LEARN TO PLAY FAST Beginners video.  See his video and watch where the thumb is/goes.

IF you need the thumb to "choke hold" the violin then you should review how you hold the violin at chin and shoulder.

Just my guess.
