I'm sure that there are perks to have a smooth and dryish neck there. The finish doesn't look as great as it could be : in reference its fade from body to scroll.

Is the neck very smooth? That is the important thing - dry but not so much that it gives you splinters!

Yes it is. Sometimes the neck blends in a bit better than that but there is no color added to the neck. The fingers would soon remove that color and it would be uneven.

More expensive violins tend to blend in better and the change is subtle.
