New violinist here, and I've noticed when many players perform, their bow seems to be constantly tilting forward on upbows and backwards on downbows, whereas my bowing resembles more of a sawing motion.  Can anyone provide insight into when I am supposed to tit my bow, and some basic exercises I could practice to make it feel more natural?

Tilting the bow is valuable for changing bow directions particularly when playing softly, for absorbing shocks in certain situations, for playing softly and often when playing right at the frog. It's also good for a less choppy spiccato.
