Seriously, I don't really know myself, but I suspect it's when you either have so few hairs left you're getting nervous about it, or they won't hold rosin.

When there is too little hair left.

If the hairs are breaking very often or way too easily. Of course it's normal that hairs break but it's more about how brittle the hair has become.

Also when the hair is so old that it does not grip the strings as well no matter how much rosin you use.
