That's a toy. Great for children, but I wouldn't advise anyone serious about learning accordion to buy it. It probably leaks a ton of air and it may be not be in tune. It also only plays in the key of C, although that may not matter depending on what music you want to play.
I'm saving up for a full sized piano accordion, they cost about 500-1000 (unless you get extremely lucky and find a good one in a thrift store).

True, but as long as you know it's a toy why not have fun with it? Spend $20, play around with it, and determine if it's worth saving up for a real accordion (or more economically, a real concertina). If you decide it's not worth pursuing you're only out $20 and you had a little fun. I don't think there's necessarily anything wrong with cheapo instruments as long as you accept them for what they are.
